Better Power

Main idea:

Make power sources and batteries more dependent on potentially occupied slots rather than resource cost. Example with RTGs:

• Small RTG can produce 1 U/s
• Medium RTG can produce only 4 U/s
• But medium resource silo with small RTGs can produce 32 U/s. This fact forces me to use 32 small RTGs instead of one Medium RTG. And they lower my FPS.

So, all changes pointed to increase usefulness of bigger power sources and batteries, but not to be a cheat (Generous Power)

Features:

• Batteries: capacity not changed, but increased charge/discharge rate (2 U/s for small, 8 U/s for medium)
• Medium RTG: produce 8 U/s (default: 4 U/s)
• Solar panels & Wind turbines: 1/8/32/64 U/s (small, medium, large and XL respectively)
